Dear Tom

Marin Horizon School is not in compliance with its Use Permit 2005-105 Condition of Approval # 46. "The parking shall be sufficient to accommodate all on-site staff and shall be a minimum of 49 spaces.

MHS staff vehicles Toyota Prius CA plate # DRM WRK and Toyota Camray ROZ MHS do not park in MHS' staff parking lot. We can not identify any MHS vehicle parked on-street as the MHS has not complied with 2005-104 MHS EIS MHS Transportation Plan "cling" sticker requirement on all vehicles.

Based on the following Table 1 MHS must in crease its existing on-site staff parking spaces (49) by 5 additional spaces. These spaces may be added as tandem spaces.

An average of 5 required

1)            Does "staff" include MHS administration management and staff?
2)            MHS did not provide staff breakdown.
3)            Extremely high absentee rate.

In order to determine an adequate and appropriate number of required staff spaces, it is suggested that the daily number of Administration, Maintenance, Security, Teachers and Volunteers for an entire fall/spring term be obtained from MHS' registrar and a total average "staff" parking demand be determined by Dowling & Associates.

As MHS contract enrollment was 284 in the spring of 2010 it is unlikely that parking space demand increase will require additional staff parking spaces above the 5 additional spaces estimated above.
