BOS Resolution 2005-105 Community Development Agency (CDA) Condition of
Approval # 39 requires that an application for adding the astro turf
covering nearly 50% of the temporary parking on the "black top"
playground area be submitted to the Agency in writing for review and
approval before the contemplatd modificatiions ma be initiated
Marin Horzion School Site plan at page 6 does not show the west portion
of the "black top" playground to be used for temporary parking for 51
on-site special event parking covered with astro turf.
An astro turf play area and basket ball backstops are not described in
the MHS E.I.S':
1. Project description page 2;
2. Pojcts physical improvements page 4.
3. Section 6 Transportation/Circulation page 28 Special Events first
paragraph.
The entire "black top" area is shown on MHS' CDA approved to be used
for 51 temporary parking to mitigate the negattive impact of MHS'
special day and evening parking demand in the MHS E.I.S page 28.
In 2010, MHS' day time special event parking demand usurps the
neighborhood area on-street parking within walking distance of MHS and
is in violation of Title 24 Sctions 24.04.330; 24.04.335 (a); 24.04.335.(i) and 340 (p). MHS parking studies by Dowling Associates and MHS E.I.S Section 6 project an on-street 32 parking space peak demand. MHS does not provide these spaces on-site nor is there any explanation of why not or decription of the negastive impact of MHS parent usurption of on-street parking intened soley for residential use.
You are respectfully requested to provide me with a copy of Marin Horizon Schools' 2005/2006 application to add astro turf covering of 50 % +/- of the black top play area as a change to Negative Declaration E.I.S Marin Horzion School Site plan at page 6.
