Dear Tom,
 
A) Dowling & Associates 9:00 AM on-street neighborhood parking survey counted 19 parked cars on Montford, Melrose, and Evergreen to Hawthorne Lane. Ref. Mill Valley Parking Counts (In the Vicinity of Marin Horizon School) Thursday, August 26. 2004. See Dowling & Associates letter to P. Schabracq, Nov. 23, 2004. 
 
B) Dowling & Associates Marin Horizon School-Monitoring Results for a specail event on-campus in Spring 2009 9:00 AM on-street neighborhood parking survey by counted 146 on street parked cars on the Marin Horizon School's special event Earth Day, Friday, April 24, 2009. And 139 on-street parked cars the day before this special event.
 
C) Dowling & Associates Marin Horizon School-Monitoring Results for a special event on-campus in Spring 2009 states that 27 cars were parked on the blacktop. The requirement to be met is stated as " The school's blacktop (next to the school's parking lot) will be opened up to provide 50 regular spaces and 2 wheelchair accessible parking spaces".
 
E) Marin Horizon School (MHS) school day (120) and special event (127) cars on street in MHS' neighborhood streets is unacceptable and must be resolved  A possible solution might be van all MHS contract students and to require MHS to remove the surreptiously installed astro turf and reinstall balcktop. And to require all MHS vehicles to fix a dstinctive colored "cling" sticker to its windshield. (See MHS EIS Traffic Management Plan resolution 2005-104{)  And ticket all MHS vehicles parked on-street in violation of MHS revised and approved Traffic Management Plan and the following County parking ordinances.
 
F) The County must protect the neighborhood's civil rights to the equal protection of  Section 24.04.330  General intent.(a) Every main building or use hereafter created or established shall be provided with minimum off-street parking and loading spaces as specified in this chapter, And  24.04.340 (p) Schools. As general guidelines, nursery schools should provide four spaces per classroom and elementary schools (K-8) should provide three spaces per classroom. Parking studies may be required for these and other schools as necessary to determine actual parking requirements. In addition to required parking, schools shall have an off-street passenger loading area of an appropriate size as determined by the agency.
 
G)  Dowling & Associates' findings at A) and B) above show that Marin Horizon School to comply with 24.04.330  and 24.04.340 (p) must provide a minimum of 120 on-site parking spaces for MHS's daily parents, visitors and vendors.
