On 15 August 2005, Christina Oldenberg, chairwoman of the Homestead Valley Concerned Citizens' Steering Committee ,told the Homestead Valley Concerned Citizens' Steering Committee to not tell the Board of Supervisors on 16 August 2005 that Marin Horizon School's Environmental Impact study failed to include and evaluate the significant negative impact of Marin Horizon School's failure to comply with Tiitle 24 traffic and parking ordinances.

Prior to this meeting, Christina Oldenberg hosted a meeting with Supervisor Kinsey
to discuss Marin Horizon School's 2003 proposed expansion plans and hear Supervisor Kinsey's opinions and reasons for supporting

Christina Oldenberg advised that Community Development Agency principal planner Jeremy Tejirian had advised her not to include the failure of Marin Horizon School to comply with the following listed traffic and parking ordinances in the Homestead Valley Concerned Citizens 16 August appeal letter:
24.04.030 - Montford, Melrose and Evergreen Avenues required to be widened and improved due to significant Marin Horizon School's added increase to local volumes not required. 24.04.110 - Homestead Valley projected 24 hour traffic count exceeds 1000 yet DPW is not providing the required minimum 40 feet paved parking and travel lanes.
24.04.330 - all generated parking on site not on street;
2 4.04.335 - all generated parking on site not on street;
24.04.340 - passenger loading area on site not on street;

At the 15 August 2005 meeting I informed Christina Oldenberg that if she prevailed and Marin Horizon School failure to comply with the above traffic and parking ordinances Marin Horizon School's expansion plan would be approved by the Board of Supervisors.

No mention of Marin Horizon School's failure to comply with the above traffic and parking ordinances was made in the 6 August Community Development Agency principal planner Jeremy Tejirian letter to the Board of Supervisors.

Christina Oldenberg prevailed and as I had predicted on 15 August 2005 the Board of Supervisors approved Marin Horizon School's expansion plan and the imposition of its traffic and parking on the neighborhoods' streets.

On 17 August 2005 by email Christina Oldenberg thanked Community Development Agency principal planner Jeremy Tejirian for his help. Help that submarined Homestead Valley Concerned Citizens' 16 August appeal letter and ensured approval of Marin Horizon School's imposition on our community.

With the exception of Christina Oldenberg, all members of the 2003-2005 Homestead Valley Concerned Citizens' Steering Committee are now on the Homestead Valley Concerned Citizens' email list as well as 84 others.

Christina Oldenberg has been temporarily removed until she can explain her bizarre recommendations and relationship with Community Development Agency principal planner Jeremy Tejirian.

Christina Oldenberg refers to the Joint Homestead Valley Community Association /Marin Horizon School joint committee established with membership from both the Homestead Valley Community /Marin Horizon School.

Homestead Valley Community members of this joint committee are appointed by the Homestead Valley Community Association not elected by residents of Homestead Valley.

Al Wunthrow, a member of this joint committe has been regularly informed since 2009 that Marin Horizon School' covering neary 50% of temporary playground parking spaces does not conform to the requirements of BOS resolution 2005-105 Condition of Approval # 50.

As of todays date this joint committee has taken no action to require that Marin Horizon School remove its illegally installed astro turf that covers approximately 25 of 51 temporary parking spaces on the play ground in compliance with Board of Supervisor's resolution 2005-105 Condition of Approval # 50 and Marin Horizon School's approved Revised Traffic Management Plan's "Major Special Event Parking Plan" page 16.

We have recently learned that the President of the Homestead Valley Community Center, Al Wunthrow provided a Homestead Valley Community Center letter for inclusion in Marin Horizon School's Safe Routes To School application supporting construction of a 6' wide sidewalk on the south side of Evergreen Ave.

It is bizarre that the Homestead Headlines never mentioned the existence of Homestead Valley Community Center Association members support of Marin Horizon Schools Safe Routes to School application for funds to construct a 6' wide sidewalk on the south side of Evergreen Ave.

It is bizarre that Homestead Valley Community Center Association President Al Wunthrow's letter supporting Marin Horizon School's Safe Routes To School application has been used to imply community support for a sidewalk along Evergreen Ave.

Seems one never knows who are friends and who are Mata Haris.

We are just now advised that the Marin Horizon School sponsored SR2S grant application for sidewalks on Melrose and Evergreen Ave. contains a HVCA Board letter of support to represent
that such a project would have sufficient community support.

Why was this HVCA letter of support written as it incorrectly represents sufficient community support for Marin Horizon School's proposed sidewalk on Evergreen Ave.

Hi, Charles,

With such limited information as to what your needs, as well as time and date, are, it’s hard to respond thoroughly. However, Evergreen Ave. resident Keith Garriott did come into the office on Friday with a flyer which seems to question the proposed project as an “improvement.”

Your group is welcome to rent the facility for a private meeting. Just call me for available times and dates.

However, the Evergreen Ave. Sidewalk Project is a County of Marin effort, and any public meeting for the purpose of discussing the planned improvements that would included complimentary use of the community center should be initiated by, and include, representative(s) of the County of Marin, the Evergreen Ave./Traffic Calming joint Marin Horizon School/Homestead Valley committee, and made public for the entire interested community to have the opportunity to attend and weigh in.

As I understand it, the meeting that the county held at MHS was to share conceptual plans and gather feedback. The next step would be to go to each property owner and work with them to address their concerns. It seems that while some folks have expressed frustration with the county for coming to the community after they had drafted their conceptual plan, their response was that they needed to fully understand the route and what barriers and challenges might be entailed in the project before they would be in a position to answer questions that would surely arise. This is their approach to all such projects and in their experience it is the best way to proceed.

The next step the county plans to take, I’m told, is going to each property owner along the route, unless they are persuaded that this is not a project the neighborhood wants. It seems it would be wise for concerned residents to share their views and ideas directly with Ernest Klock, the project engineer at Marin County Department of Public Works. Inviting him to schedule and attend another public meeting might be a way to present those ideas.
