MHS sureptiously installed astro turf...

Subject: MHS sureptiously installed astro turf must be removed and blacktop reinstalled.

In order not to require Marin Horizon School to remove the astro turf it surreptitiously  installed over nearly 50 % of  the playground's blacktop required for a temporary parking area, Mr. Tejerian's stated he would revise the March 2010 approved Marin Horizon Transportation Plan statement "The school's blacktop will be opened up to provide 50 regular parking spaces and to wheelchair accessible parking spaces." to read "The school's playground will be opened up to provide 50 regular parking spaces and to wheelchair accessible parking spaces."  
 
Mr. Tejirian then said that the revised Marin Horizon Transportation Plan statement would be consistent with the wording of 2005-105 Condition of Approval # 49   "Temporary parking shall be provided on the playground during after normal school hours."
 
In my professional opinion such a suggestion is abhotrent and that of either an incompetent planner or an unethical planner as it proposes to revise requirements to fit an action/design/plan in lieu of revising an action/design/plan  to fit requirements. 
 
It appears to me that Mr. Tejirian continues to willing accommodate Marin Horizon School even though its actions do not conform to Board of Supervisors resolutions 2005-104 and 2005-105. 
 
Mr. Tejirian appears not to know that resolution 2005-104's  Marin Horizon School Environmental Plan Initial Study's Marin Horizon School Transportation Plan on pg. 68 states "New this year: parking for special events, including the annual "moving on" ceremony marking the end of school is moving to the blacktop in the back of the school, off the street."
It is evident that Marin Horizon School deceitfully concealed its intent to cover nearly 50% of  the blacktop required for a temporary parking area from Dowling and Associates and the Community Development Agency during their preparation of the Marin Horizon School Environmental Plan Initial Study.
 
And its is evident that Marin Horizon School did not inform Dowling and Associates or the Community Development Agency that astro turf had been installed to cover nearly 50% of  the blacktop required for a temporary parking area during Dowling and Associates preparation of its March 2010 approved Marin Horizon Transportation Plan statement "The school's blacktop will be opened up to provide 50 regular parking spaces and to wheelchair accessible parking spaces."
 
Based on Marin Horizon School's tendancy to be decietful and as there is no realistic way for the County to ensure that Marin Horizon School will voluntarily require special event parking on its surreptitiously installed astro turf the County must require Marin Horizon School to cause the sureptiously installed astro turf to be removed and blacktop reinstalled.
