To all recipients:

Supervisor Kinsey, Alex Hinds, Director of the Community Development Agency and principal planner J. Tejirian supported Marin Horizon Inc.'s (MHI) private school imposition on Homestead Valley's Evergreen Avenue community in 2005 in complete disregard of the significant negative impact that MHI's vehicles would have on Evergreen Avenue traffic volumes and on on-street parking.

A two week nine day traffic survey was made to determine the percentage of total Evergreen Ave. that are MHI's vehicles. See Fig, 1, 2, 3 and 4 attached.

Approximately 37 of the average morning and afternoon trips can be attributed to Marin Horizon Inc.’s (MHI) driving students to school. See Fig. 3 & 4.

1. An average of 36% of all morning east bound traffic on Evergreen Ave. are Marin Horizon Inc.'s vehicles.
2 An average of 35 of all morning west bound traffic on Evergreen Ave. are Marin Horizon Inc.'s vehicles.
3. An average of 51 % of all afternoon east bound traffic on Evergreen Ave. are Marin Horizon Inc.'s vehicles.
4. An average of 26 % of all afternoon east bound traffic on Evergreen Ave. are Marin Horizon Inc.'s vehicles.

The County's Environmental Impact Study which fraudulently found that Marin Horizon Inc.'s imposition on our community would not have a significant negative impact TOTALLY FAILED TO EVALUATE THE IMPACT OF MHI'S PARENTS DRIVING THEIR CHILDREN TO AND FROM SCHOOL ON EVERGREEN AVE., LINDEN LANE, MONTFORD AVE. MELROSE AVE., LAVERNE, REED AND SCOTT.

Now the Department of Public Works and Marin Horizon Inc. claim that the traffic on Evergreen Ave. is significantly unsafe for walking to school. And propose to mitigate this newly deemed significantly unsafe condition by constructing a sidewalk along the south side of Evergreen Ave. A sidewalk that all property owners abutting this un-wanted un-needed sidewalk must pay to maintain it in good condition.

I strongly recommend that the Evergreen Ave. property owners demand that the Supervisors require an Environmental Impact Study be made to etablish mitigating action required to eliminate MHI's traffic's significant negative impact on traffic volume and safety of Evergreen Ave.

And propose such mitigating actions as are required to maintain Evergreen Ave. as a semi-rural street and return to its pre MHI state of calmnesm tranquilty and safety.

Such actions could include requiring all MHI's 1st through 8 students be bused to school.
