The rules on opt-out were established by the CA Legislature, not the MEA.
After the first year, there is a low risk that MCE customers could find it cheaper to go back to PG&E (unlikely for a large number of reasons, but that could be possible). People would also have to leave knowing that they would go back to a lower renewable mix in their power, but they would be free to do so. There could be a fee to do this (just as the MEA must pay PG&E for those customers who join the MCE program this coming summer and again next year), but it is projected to be $0 or small in size. So, people will always be free to leave MCE if they wish to do so.
Even during the first 5 years we have a guarantee for a minimum of 25% qualifying renewables from northern CA (as defined by the CA Legislature), compared to PG&E at 15%. Prices are fixed in our contract, so no matter what someone (even our Pres.) may be saying, we know what the prices are and we know we can keep our ratepayer costs at or below PG&E's.
...and regarding your numbered comments below:
1) The Legislature set up all the rules in AB 117.
2) The MEA will swap out electricity supply from our brokered green power as the projects become ready. So we can gauge how well these sorts of projects come along. In the past 60 days, we been contacted by companies that want to build over 75 MW (about half our load) in projects within Marin County (e.g. a methane engine at the landfill, etc.), but we have to wait for the environmental process to clear them before they come on line. So some years will go by before these are ready.
3) Not true, based on the bids and now final contract we've obtained.
4) Correct
8) We will only do economically competitive projects that don't force our costs up so far that we start losing customers back to PG&E. Competition will make both agencies more cost efficient.
6) Administrative costs are counted in the pledge to be "at or below" PG&E costs, and in the future, the pressure not to get more expensive than PG&E will provide discipline for the agency. Right now we have no practical control over pass through of admin costs by PG&E.
7-10) The County will take care not to approve ugly things, using our land use approval process. Overall I disagree with your assertions here, but you of course are free to express and maintain these beliefs.

What is "JUST WRONG" Mr, McGlashan in your email reply to my email is
that you evaded telling everyone you emailed what right Marin Energy
Authority (MEA) has to enroll any-one's name without their consent in
MEA which a violation of their privacy.
And you did not explain in your reply to my email what happens after
the first year? The first several years are Marin Energy Authority
start-up years whn theeare no "green energy" power suppliers capable of
supplying Marin County's electrical power demand that I'm aware of.
When MEA begins to buy "green" energy the cost will be astronomical
according to President Obama. I choose to believe my President.
And you evadd answering the following remaining my points in my email.
1. Marin Energy Authority plans to enroll me in Marin Energy Authority
without my consent which invades my right to privacy.
2. Marin Energy Authority plans to buy power from "green" power
producers (Wind and solar farms) which currently are not sufficiently
developed to produce the quantity of power required by Marin County.
3. "Green" power production is not yet currently economically feasible,
competitive nor in the far future.
4. Marin Energy Authority requires $1,600,000 as "start-up" costs.
5. Marin Energy Authority's plan to buy power from yet existent "green"
energy producers appears to be a legislated ploy to create a demand for
"green" energy so that "green" energy investors such as T.Boone
Pickens, Al. Gore and who knows what other fat cat Sierra Club and
progressive democrats can sell financial investment instruments to
raise the finances necessary to build "start-up" "green" energy
production facilities and the necessary Ca. and interstate electrical
transmission lines connecting "green" energy suppliers to PG&E.
8. All these "green" energy producer start-up costs will end up gushing
down to me as a consumer with out my consent. I'm retired living on
Social Security and an IRA.
6. As a "middle man" the administrative costs of Marin Energy
Authority are not able to be controlled by the Ca. Utility Commission
but will be passed to me via a PG&E monthly bill.
7. Wind mills are ugly detractors of scenic beauty. Ted Kennedy fought
installing them far at sea in front of his vacation home on Martha's
Vineyard, Massachusetts
8. Solar panels are notoriously cost in-effective and they are also
ugly detractors of the visual environment
9. Nuclear Energy is renewable, reliable, safe an d one plant is
capable of supplying all of Northern California with cheaper
electricity than fossil fuel power plants and "green" power farms.
Disposable is feasible at Yucca Mountain, Nevada and with imagination
spent fuel rods could be collected nation wide and stored on an
Asteroid or other totally inhabitable planet.
10 France has had Nuclear Power plants for more than forty (40) years.
No accidents for more than 40 years. And its so cheap my French
relatives and everyone I know in France heats with electricity.

This is just wrong. The commitment is to ensure that the generation
cost on everyone's PG&E bill remains the same (or lower). PG&E
controls ¾ of the bill, and the MEA's future ¼ piece will remain at or
below the PG&E cost, at least for the entire first year.

WHAT'S BEST FOR YOU AND NO THANKS WE'LL DECIDE YOUR DESTINY.
Who is Marin Energy Authority (MEA) An authority created by the Marin
County Board of Supervisors (BOS) to supply "green" power to PG&E MEA
buys from "green" electrical power generators. Why do we need a "MEA
middle man" between PG&E and electrical power generating and
transmission companies? No answer from the BOS.
How much will it costs us per kilowatt hour? No information from the
BOS. Some predict as little as 5000 +/- / year. President Obama
predicted that "green" power cost would be astronomical. Why can't PG&E
buy "green" electrical power from the same "green" electrical power
generator that would supply MEA. No answer from the BOS.
How much will be MEA administrative costs to buy and sell "green"
power" to PG&E.
No answer from the BOS. Why is the BOS getting involved in how power is
supplied to PGE. No answer from the BOS. Who are other competitors to
MEA? No answer from the BOS. WHAT CLAUSE IN THE U.S. of A. OR
CALIFORNIA CONSTITUTION GIVES THE BOS AND MEA TO SIGN YOU OR ME UP TO
BE SUPPLIED BY MEA UNLESS WE OPT OUT AFTER WE ARE SIGNED UP? II DEMAND
THAT THIS ISSUE BE PUT AS REFERENDUM ON THE BALLOT IN NOVERMER SO YOU
AND I CAN VOTE TO DECIDE OUR OWN DESTINY.Have the BOS lost their under
standing of the 0democratic process? Has your supervisor discussed
adding a "middle man' between PG&E and their power suppliers? Mine
hasn't. And if he did I'd listen and ask answer the above questions and
I might consider it. But first tell me if MEA is a "start-up" authority
how much will Marin County Tax payers have to pay in increased taxes ?
Where are the
"green" electrical power suppliers and can they guarantee a supply of
uninterrupted quantity supply of "green" power? I'm not aware of any
green" electrical power suppliers and can they guarantee an
uninterrupted supply of "green" power
