FYI     

some properties on Evergreen Ave. (are) in the Richardson Bay/Reed Creek Flood Plain.

Properties near Ethel Ave. will be flooded whenever heavy rain storms occur at the same time as a full moon high tide.

DPW can not resolve this natural phenomenon as it is not a street drainage issue. Only a dike with flood gates can resolve flooding.

Flowering wild plum trees and other landscaping will be removed to provide a 7'-0" wide strip for a 6" wide 8" high curb and 4'-0" wide  sidewalk.

This 7'-0" wide strip with its 4'-0"  wide  sidewalk will be 8" +/- above existing yards and driveways  which will create a "long, low bump" between driveways and the street. 

This 8" high sidewalk strip will back up and stop flood water from flooding Evergreen  Ave. but will increase the flood height on properties on the south side of  Evergreen by 8" +/- which will most likely flood all garages and first floors.

Cars now parked where the sidewalk strip and sidewalk will be constructed will be relocated to a new 7'-0" wide on-street parking lane along the south side of Evergreen Ave.

Evergreen Ave.'s existing wide width will be reduced to 22'-0" or less.

Property owners are legally liable for accidents occurring on a DPW/MHS sidewalk in front of their property between the property's side yard property lines.
 
Property owners are legally financially liable for the maintenance and repair of a DPW/MHS sidewalk in front of their property between the property's side yard property lines.

If a "sidewalk" is going to be imposed on Evergreen Ave. an at grade 4'-0" wide semi-rural earth colored permeable asphalt pathway  would have the least significant visual and natural environmental impact and would be consistent with our Tamalpais Area Community Plan design guidelines as well as DPW's  and Safe Routes to School design guidelines.

No "bump" between the street and yards/driveways/garages. 

No "bump" to retain Bay/Reed creek flood waters and flood garages and first floors.

Reduced volumes of storm water carrying pollutants to the bay as the pathway and on-street parking strips allow storm water to be absorbed into the earth.

No uncontrolled street storm water sheet flow drainage as a new, continuous, permeable asphalt on-street parking strip can be designed as a drainage swale to catch storm and lead it to catch basins and storm sewer pipe lines to Reed Creek.
