The following three (3) of  fifty-eight (58) examples describe in detail at attached Exhibit A backed up by source references, furnish  of a few Marin County staff, with the presumed knowledge of their reviewing and approving supervisors, Directors and related and interested District #4 Supervisor, deliberately furnishing special favors and treatment in the form of deletion or omissions of any adverse fact or finding that may adversely impact review and approval of Marin Horizon School's Design Review and Use Permit application in order to ensure County Board of Supervisor approval of  resolution Marin Horizon School Design Review and Use Permit 2005-105.
 
There are too many deletions and omissions of adverse findings and requirements to credibly believe them to be inadvertent.
 
The above Marin County staff actions avoided constraining Marin Horizon School in any physical or financial way by deleting or omitting any Environmental Initial Study finding, mitigating negative impact measure or  County requirement that required Marin Horizon School to conform to and comply with mandatory County Wide Plan. Tamalpais Area Community Plan, Title 19, Title 22, Title 24 including  Board of Supervisor resolution 2005-1005 Condition of Approval # 18, #47 and #50 and Marin Horizon's 2010 Traffic Management Plan.
 
1.  In nonconformance with California Environmental Quality Act (CEQA0) requirements, the following MHS' E.I.S. MHS traffic mitigating actions required to mitigate identified MHS significant negative traffic environmental impacts were and are omitted in MHS' Use Permit 2005-105 as follows:
 
a)      Provide temporary parking on MHS playground for day time special events. See MHS' E.I.S. page 28 1st     paragraph;
b)      Provide a shuttle program for school day and nighttime special events. See MHS' E.I.S. page 28 3rd. paragraph;
c)      Provide Satellite lot parking space for school day and nighttime special events. See MHS' E.I.S. page 28 3rd. paragraph;
d)     Require all MHS special event vehicles that cannot be parked on site to park outside of the neighborhood area. See MHS' E.I.S. page 28 4th paragraph.
 
2.      Prior to the Board of Supervisors' 30 August 2005  meeting to consider approval of resolution 2005-104 and 105 a  copy of  CDA principal planner  Jeremy Tejirian' s staff  final mark-up revisions to BOS resolution 2005-104 was perhaps inadvertently sent erroneously to Chairperson, Christina Oldenberg  of  the Homestead Valley Concerned Citizen's Committee. 3.      In nonconformance to the California Environmental Quality Act (CEQA0) and in violation of the Brown Act, MHS' new building's Montford Ave. 19.5' front yard setback, 15' west side yard setback, 170 east side yard setback and 170 south side yard setback described on MHS' E.I.S. page 2 and included on Planning Commission Attachment # 2 page 1 and PC 05-008 Section 1. Findings were  deleted and not included on MHS' Negative Declaration 2005-104 page 1 or on BOS" MHS' Use Permit 2005-105 page
a)      Deletion of the above MHS' front, side and rear yard requirements is a violation of CEQA, Brown Act requirements.
b)      Deletion of the  above MHS' front, side and rear yard requirements relieved MHSHS of having to revise its proposed new buildings site plan drawing to conform to MHS front and side yard requirements shown  and described on MHS' E.I.S. page 2 and PC 05-008 Section 1, Exhibit B.
c)      Deletion of the above MHS" set back requirements is a prime example of the County's changing requirements to benefit MHS.
 
The County' participants in the above examples of documented and source referenced deletions and omissions  solely benefiting Marin Horizon School should be, but most likely will not be, censured, relieved from County office or County employment for unethically granting special favors to Marin Horizon School.
 
Seems that Marin County has its own version of a Bush era Friends in High Places Halliburton only in Marin its Marin Horizon School aka Marin Halliburton School.
